Firstly, as a complete beginner, I would recommend you do read all the websites available to you and pick up some books and magazines. This is a potentially very expensive and addictive hobby!
Next, what size tank? Under 15-20 US gallons is difficult to stock, the larger the better. Going tropical (heated) is recommended as that opens up a wealth of fish to choose from. ALL fish need filtered tanks, so whatever tank you choose should have a more-than-adequate filter which than has to go through the nitrogen cycle before the tank is safe for fish and other critters:

While the tank is cycling you can pick up all the books you need, and do research on fish species. Each species has specific requirements, the more unusual the fish, the more fussy it's going to be! Don't be pulled into buying fish with ';cool'; names, like anything labelled ';shark'; (it won't be a real shark), and you don't need a tank ';cleaner';, you're the tank cleaner (a stocked tank needs weekly partial water changes with dechlorinated water). Algae eaters will only eat specific types of algae and won't keep your tank clean, if anything they'll make it messier!

To get ur mom to allow you to get them, tell her that its cheap, easy to look after and clean.
You only need to buy a tank and filter if u are going to have goldfish.
Aldi are doing a 54l tank with all the accesories for 拢34 at the mo, and it comes with a heater if u want to get tropical.
you only need to feed them once or twice a day and partially change the water every 1-2 weeks (if you have a filter)

study them real hard its complicated 4 begginers study the nitrogen cycle and go 2 a pet store see a fish ask about the fish, name, tank set up, compatability wit other fish then go home study a few sites about the fish and then show ur mum ur how mature u are and that ur really keen on this excellent hobby
