1. is not to expensive
2. is not a cat dog hamster rat or reptile
3. is freindly

I would say a dog but they can be expensive and take a lot to maintain.

All pets cost a decent sum of money every year and require work. Smaller animals like hamsters cost up to $100 upfront, plus $30 every few months for food and bedding and $60 every year for a check up. They need to be fed every day and mucked out every week. Something like a rat or ferret needs to be played with everyday on top of that, and their cages can cost $100 - $300. Fish need their tanks to be monitored, conditioned and changed very carefully. Snakes and reptiles have very specific needs.
No pet is easy to look after.

Um, well that eliminates the best pets out there! Well, just about the only other thing is a rabbit or fish. LOL. But fish can get expensive if you get a big enough tank. Gerbils are good pets too, but you might consider them rats. Ferrets are easy to take care of, but they need a semi expensive cage and they themselves are kinda expensive. Well, good luck finding one that is as loving as a cat or dog!!
Maybe a bunny or a parakeet?
Try a guinnea pig.
